There is a book, Managing Electronic Resources: Contemporary Problems and Emerging Issues, by Pamela Bluh and Cindy Hepfer that is available at several UW libraries (the 2006 version is at Madison and Milwaukee). I read the last chapter by Richard Boss, "Automated Library System Vendors and Electronic Resources Management: An Outline of Requirements" and thought it might be helpful to the working group. 2  out of 2 found this valuable. Do you?

I have been using www.literacyassessment.co.uk and it has proved very useful. Do you find this valuable?
